The Large-scale Retail Store Law (1)_____in 1973 to regulate openings of large-scale retail stores. The revised Large-Scale Retail Stores Law, which was enforced in 1992, (7)_____ it easier to open large-scale stores, leading to more shopping centers in suburbs (8)_____ land values are inexpensive.
